“AI in Africa must be built by us, for us, with our values at its core.” – Dr. Chinasa T. Okolo

Dr. Chinasa T. Okolo is a powerhouse in the global AI landscape, steering the conversation toward ethical, inclusive technology with a razor-sharp focus on the Global South. As a Governance Studies Fellow at the Brookings Institution’s Center for Technology Innovation, she blends computer science expertise with policy acumen, crafting frameworks that ensure AI serves Africa’s diverse communities without perpetuating harm.

A Journey Rooted in Purpose

Raised in Nigeria and later a first-generation Nigerian-American in Kansas City, Missouri, Dr. Okolo witnessed firsthand the transformative potential of technology—and its pitfalls when designed without local context. This duality sparked her passion for AI that empowers rather than exploits. With a Ph.D. in Computer Science from Cornell University, where her dissertation explored explainable AI for low-resource settings like rural India, she transitioned from technical research to governance. Her mission: to make AI accountable and ensure Africa shapes its own digital destiny.

Transformative Contributions

Dr. Okolo’s fingerprints are all over Africa’s AI ecosystem. As a Consulting Expert with the African Union, she was instrumental in developing the AU-AI Continental Strategy, a landmark policy adopted by 54 member states to promote responsible AI adoption, development, and governance. This strategy tackles everything from building AI skills to mitigating risks like algorithmic bias, positioning Africa as a global leader in ethical tech. She also contributed to Nigeria’s National AI Strategy and the International Scientific Report on Advanced AI Safety, amplifying the Global South’s voice in global AI discourse.

At the Equiano Institute, a research lab focused on safe and trustworthy AI, Dr. Okolo serves as an Ethics Advisor, guiding projects that prioritize African perspectives. Her research, like her acclaimed study on explainable AI for community health workers in rural India, underscores her commitment to designing tech that speaks to end-users, not just engineers. Named one of TIME’s 100 Most Influential People in AI in 2024 and a Forbes “30 Under 30” AI honoree, she’s a sought-after voice on global stages, from BBC World’s Focus on Africa to RightsCon, where she discussed AI’s ecological and social implications.

Key Impacts

Co-authored the AU-AI Continental Strategy, shaping AI policy for 54 African nations.
Advises the Equiano Institute on ethical AI, ensuring Africa-centric innovation.
Published pioneering research on explainable AI, bridging tech and human needs in low-resource settings.
Amplified Africa’s AI narrative through global media, mentorship, and policy advocacy.

Leading a Movement

Dr. Okolo’s work is part of a seismic shift: Africa’s rise as a hub for ethical AI innovation. As global powers race to dominate AI, she advocates for tech sovereignty, where African researchers, policymakers, and communities define their own digital future. Her efforts challenge the status quo, rejecting imported AI models that ignore cultural nuances in favor of homegrown solutions that address real-world challenges—like improving healthcare access or optimizing agricultural yields. Her push for data governance, as highlighted in her Foresight Africa 2024 viewpoint, underscores the need for robust privacy protections to underpin AI regulation.

Her influence extends beyond policy and research. By mentoring young African scientists and engaging with grassroots tech communities, she’s building a pipeline of talent to sustain this momentum. Dr. Okolo doesn’t just predict Africa’s AI future; she’s architecting it.
