The World Health Organization (WHO) Regional Office for the Eastern Mediterranean has launched a new AI-powered tool to help countries respond faster and more effectively to health emergencies.
The All-Hazard Information Management (AIM) Toolkit uses generative artificial intelligence to cut the time it takes to produce critical emergency response documents—from weeks to minutes—while maintaining technical accuracy and local relevance.
Developed by WHO’s regional Health Emergencies Team with support from NORCAP and WHO’s Global Hub in Berlin, the tool addresses growing challenges such as disease outbreaks, climate shocks, and conflict across the region.
Built into WHO’s Emergency Response Framework, AIM helps health teams:
- Structure plans around key objectives and indicators
- Generate tailored risk assessments and response strategies
- Rapidly organize guidance from WHO and partners
- Spot gaps and improve technical completeness under pressure
“The AIM Toolkit is a game-changer,” said Dr. Ahmed Zouiten, acting Regional Emergency Director. “It turns global guidance into real-time, country-specific action—helping us respond faster, smarter, and with greater precision.”
Already in use during real-world emergencies, the Toolkit has shown its ability to reflect complex field conditions, such as fragile health systems and limited humanitarian access.
Selected as a flagship at the upcoming UN 2.0 Week Expo, AIM represents a broader WHO push toward agile, data-driven emergency operations. Future upgrades will integrate real-time health data and automate workflows to boost regional resilience.
This innovation marks a major step in ensuring no community is left behind. As crises become more frequent and complex, the AIM Toolkit promises faster, more equitable responses grounded in evidence and solidarity.
