Uganda’s push to digitally connect 80% of its population by 2030 took center stage during a side event at the UN High-Level Political Forum on July 16. Co-hosted with the UN Economic Commission for Africa (ECA), the session explored how science, technology, and innovation can accelerate progress toward the Sustainable Development Goals (SDGs).
Uganda’s Minister for General Duties, Justine Kasule Lumumba, highlighted the country’s National Digital Transformation Programme, which aims to expand e-service access and support fintech, agri-tech, and climate-smart innovations.
With internet access across Africa at just 36%, Uganda’s mobile money penetration of 75% positions it as a model for STI-led development. The national plan targets 80% e-service coverage by 2030 to drive economic inclusion.
ECA’s Nassim Oulmane encouraged viewing Africa’s digital divide as an investment opportunity. He pointed to tools like regulatory sandboxes, diaspora bonds, and R&D tax incentives to attract private capital. He also cited the AfCFTA Digital Protocol and blockchain-enabled green finance as key pathways for inclusive growth.
