Pan-African data centre operator Raxio Group has signed AFR-IX Telecom, the pan-African infrastructure and licensed telecommunications operator, as the anchor connectivity partner for its Angola and Mozambique facilities — an operational follow-through on the $380 million capital milestone Raxio disclosed last week.
Under the arrangement, AFR-IX will deploy its network infrastructure inside Raxio’s Luanda and Mozambique colocation data centres, giving enterprises, internet service providers, mobile operators and cloud platforms hosted in those facilities enhanced access to AFR-IX’s autonomous system cone and its terrestrial and subsea network across the continent. Raxio positions the deployment as one that supports growing regional demand for cloud services, AI-driven applications and data-intensive workloads — and reinforces the roles of Angola and Mozambique as emerging digital gateways for West-Central and Southern Africa.
Raxio’s Luanda and Maputo facilities are the first independent carrier-neutral data centres in either country to achieve Tier III certification. Pairing that colocation footprint with AFR-IX’s fibre and subsea reach is designed to give customers greater network diversity, improved resilience and more efficient regional and international traffic routing — a set of technical outcomes that matter more sharply as workloads shift toward high-density AI compute where latency and redundancy sit at the centre of the commercial proposition.
Dylan Carver, account director at AFR-IX Telecom, framed the deployment as a natural progression of the company’s African network strategy, calling it “a natural milestone in our mission to deliver premium, localised connectivity” across the continent. AFR-IX described the pairing of its network capabilities with Raxio’s Tier III colocation as a stronger platform for hosting content delivery networks and cloud service providers looking to extend into Southern and West-Central Africa.
The deal lands one week after Raxio disclosed that shareholders Roha and Meridiam had lifted its committed capital base past $380 million, on the back of a sixfold jump in contracted power in the first half of 2026 compared with the same period last year. That capital increase and the AFR-IX deployment are the two visible expressions of the same underlying thesis: that AI-driven demand is spreading outward from the concentrated South African data-centre cluster into second-tier and third-tier African markets faster than base-rate projections suggest. Roughly 70% of the continent’s IT load still sits in South Africa. Raxio’s play — building into markets like Angola, Mozambique, the DRC, Côte d’Ivoire and Ethiopia ahead of that spread — has been the geographical wager on the McKinsey trajectory that puts continental installed capacity at 1.5 to 2.2 gigawatts by 2030, up from about 0.4 gigawatts today.
Whether Angola and Mozambique in particular emerge as durable digital gateways depends on more than colocation and connectivity. Both markets contend with electricity reliability constraints of the kind Cape Town’s own 174MW data-centre approval last week put front and centre. But the Raxio-AFR-IX pairing narrows one of the classic structural gaps in African data-centre deployment — the mismatch between hosting capacity and the fibre and subsea network capacity that carries traffic in and out. For AFR-IX, it extends the commercial reach of its network; for Raxio, it thickens the value proposition of colocation in markets that have historically been harder for global content and cloud providers to justify. For customers in both markets, the immediate outcome is more direct pathways to regional and international destinations from Luanda and Maputo, without having to route through Johannesburg or Nairobi first.
